In any game(most notably) LG/FF the moving Pannels allow simple transportation.

You can use these to your advantage and level up a pokmeon in the day care center within a few hours.

All you need is some sort of weight.

And go to either

Rocket Base or Vermilion Gym.
Use the pannels and place the weight on the D-Pad to the direction of the panel that you took(meaing if you took a eastern pannel place the weight on the left trigger on the D-Pad)
