I think you can but I'm not sure where some people say after you've beaten the whole game you go to this secret place in Mt. Pyre and if you talk to him you battle him. But other people say that hes in the cave place near fallorbar town but ive tried both and hes not there and i'm really confused!!!!!!

I've faced him but hes so hard! I even have a Lv 71 Kyogre with Sheer Cold and a Lv 70 Groudon that knows Fissure, a Lv 74 Rayquaza, a Lv 49 Regice, a Lv 52 Regirock, and a Lv 56 Registeel. No cheats! But yet again I still can't beat Steven.

Ingame seems hard first, but once you release later on that its actually really easy. Since the makers assumed that most people wouldn't know how to ev train or make competitive movesets.
